Represents the RTML HourAngleRange element (child of Schedule)
Use this to apply a range (East and West) of hour angle constraints to a Request. This feature is primarily useful to photometry programs which need to acquire images of standard stars at specific hour angles, most commonly when they are near transit (within some range of the meridian, 0-HA).
The values of hour angle are in hours, either 0 to 24 or -12 to +12. Negative hour angles are East of the celestial meridian.
