The name of this property is backwards from the usual convention for historical reasons. When true, the mount is actually east of the pier looking west.
The pier side is estimated by ACP, and depends on the setting of Prefs.GEMFlipEastbound and Prefs.GEMFlipWestbound to match the mount's flip zone. These are set in ACP's Telescope property sheet.
