Returns Delta-T (TT - UT1) for a given UTC Julian date.
Util.DeltaT(JulianDate)
The method syntax has these parts:

| Return (Double) | estimated value of Delta-T |
NOTE: This does not take into account the difference between UTC and Universal Time, which is at most 0.9 seconds.
