This property is available after calling Plate.FindImageStars(). It is not necessary to first solve the plate. The value is in pixels to avoid the need for first plate solving it (needed to get accurate mesaure in arc seconds).
The FWHM is measured by doing individual Gaussian PSF fits to the 20 brightest unsaturated stars in the plate.
